A low end pc with a 4070/6800 xt is fine, anything less you might as well buy console and stop trying to play current gen games on outdated pc hardware.
Most people on Steam will blame a person's RIG instead of the game, especially if they have no problems with it. No point on talking with them.
This game should have a Demo. Let people try it out before they buy, especially for a game like this (to see how it runs etc) until then, wait for a super duper good sale or get it now while it's -70% = $14.99 and refund it if you need to.
The thing is, if you owned the game before and made a refund, the game time will be where you left it off at (if you already put 2 hours etc) so, make sure you really want it no matter what. Because if you can't get a refund for it, you'll be stuck with it.
Don't know how it is possible to treat your own product like this, to leave it in such state. The customers shouldn't pay attention as well I guess.
