How to create custom levels?

My son would like to create his own custom levels if possible. So I was wondering if there is a specific image size and format to use to create levels and should a specific image editor be used and in terms of how the game reads the colours of the levels are HEX values needed or something? Any advice would be appreciated

Once you are in the level builder, click "Help". It will show a giant wall of text explaining everything.

This whole process will be much easier with the next update, but I don't think that's coming very soon.
