Pure damage ignores defense.
Damage to all hits all enemies.
So damage to all > pure damage > damage?
There are some skills that allow a creature like rat-wolves to evade damage from Damage to All attacks, so without stacking lots of camp tools like the scythe that gives damage to all at a fixed percent based on physical damage you might have a hard time getting a lot of use out of it. Pure damage is always nice to have but can often be a lot harder to find for high amounts so just building on regular attack to overcome defense and having secondary skills like evasion or regeneration to help you handle longer battles is something that has helped me complete the game and various challenges.
