They aren't actually done with this one, despite the assumptions on here. 4 Quarters are Russian civilians, and are affected by the Sanctions against Russia, meaning Valve cannot legally pay them, nor can the mobile storefronts, or any other storefront based in the US. They have no financial motivation to work on the PC version right now, even if they have the update finished. They have not been conscripted to fight, not yet anyways, so they aren't dead. We know that, because they are actively releasing the Mobile version, despite the Sanctions. There is more content planned, but either they are too busy with the ports to finish it, or they simply are not in a position to care.

The dev team isn't all Russian, one of the fellas is from Poland.
