The game's mechanics are tied to framerate. Lowering the framerate will lower the speed in game. You could mess with the variables.ini to slow it down. Or maybe use the cheatengine speedhack thing.
I just tried another thing here. On some emulators, we used to set the Affinity through Task Manager. You would right click the Process, set Affinity to even numbered cores, or odd numbered cores. Now I just tried it by selecting even numbered cores. The game still pulls 40% from cores 0, 2, 4, 6, 8, 11 (Threads I mean...not cores). But utilization of 1, 3, 5, 7, and 9 are 0%. This should lower your overall %. Meaning less CPU utilization overall.
Moreover, you could experiment and try limiting the game to only 1 core. I don't see why not. Im just throwing gimped options out there to maybe help you through it until a proper fix. Good luck.
It's sad, such a great game, but the fan noise is annoying. Don't know why this game need so much performance, with this graphic and gameplay, it should run even on mobile with no issue.
