Unable to unlock temporal beacon

I am quite sure that you unlock the temporal beacon card when you fill the entire map with tiles. However, I've already done that several times and I am unable to unlock it.
I had already unlocked it when I played the demo, but I started a new game on release.

Does anyone know if I can unlock the card in a different way? Maybe changing a variable in some game file?

I just got it by getting to loop 15+. I didnt fill the whole map though was close.

Ohh, hmm you might be right, I thought its unlocked by filling the whole map, I'll try to get to loop 15 then.

i got it during the demo and i know for certain i didnt get it from filling the map nor looping 15 times it just sort of showed up

did the same. worked for me, too. after that it just appeared in my card selection.

UPDATE: I had the card unlocked after hitting loop 15, just had to check my cards.

I've had this same problem. Someone had Temporal beacons on their map and they said it was unlocked after filling the whole map. I tried that and it didn't work (though I got the Achievement for it, "A New world" or something. Then I tried going up to 15 loops, but retreated at exactly loop 15. I'm gonna try to get past loop 15 and see if that rectifies the situations. I'll update accordingly.
