If you can, try to make sure you block the spaces around the campfire so that the Lich's Palace tiles aren't able to spawn, as these make him more difficult.
Spawning him earlier is better than spawning him later due to how he scales, although you still need to be prepared with some evasion gear and decent weaponry and not be too low on health if you want a chance at success.
As others have mentioned, build up every single tile around the camp to stop palaces from spawning. Each one increases his hp and attack by 5%.
Stones/Mountains in a 3x3 pattern will turn into a big mountain with major HP boost (only works once per run).
Make sure every meadow you place gets upgraded (just needs anything but another meadow adjacent to it).
Chrono Crystals double meadows effectiveness.
Village with Vampire Mansion placed early will upgrade into a manor before the boss spawns (takes 3 loops). Heals a good bit as you pass through, but for those 3 loops you'll have to deal with 4 ghouls + vampire each loop (less if you have lanterns). You can deal with one less set if you place it after you've passed it.
Those last three points will help you reach the boss closer to max HP.
Meta advancements help a lot too (buildings in town). The Gymnasium in particular will let you "level up" and get traits, some are quite powerful.
Damn glad I came here. I had no idea you could block the palaces I assumed they would just replace tiles!
