It seems to mostly exist to balance out evade/counter builds.
The game didn't mention anything about it. I think it should...
It doesn't explain things like specific combinations of cards doing something different either but is deducible through playing the game rather quickly.
It also decreases each time you attack, so having a huge attack speed bonus is actually problematic sometimes as well. You basically gotta balance out the 3 things that impact it.
