(and yes, it is -15% all items)
Warrior get Helmets that give Retaliation damage
Rogues get Necklace that give Magic HP
Necromancers get Shields that give Armor (and more options for necromancer stats)
Note: It's not a direct reduction of stats. It's a reduction of quality level, meaning that for the level of the gear, the bonuses will be 15% lower level. I.e. Level 20 gear will use Level 17 stats.
You're missing out on an extra Skeleton on Necro if you don't take it. Other bonuses like attack speed and skeleton level, too, which are valuable before you set up your forests.
It seems like a bigger gamble to me, probably will be more useful if you get more upgrade and better cards.
I just wish it had the exact wording and numbers because it's pretty misleading
I tried it on necro, was a disaster, the shields don't do anything good for a necro
Some stats like Summon Quality for necro go down from 26% to 18%, you'll see similar changes for the rogue's items.
Generally, it's not worth it right now - running arsenal means that all of your regular items are rarely ever good enough, and you have ONE slot to fix all of the missing different stats.
For some stats, you don't even get more stats from running arsenal, with 5 items that give summon quality using arsenal, you'll be at around 90% quality - without arsenal, 4 items gets you over 100%.
You'll see stats on items you already own change once you build or oblivion it, check them out before/after if you want a direct comparison. Don't compare lvl 1-4 items as they're often heavily understatted either way.
Unless amulet is extremely important on Rogue I dont see any use for arsenal anymore in its current state.
