2-3+ dmg can actually sometimes help you kill the enemy with 1 less shot, also with fire rate the control of some weapons changes
dmg is also not a bad choice if you have problems with weapon control because, as I already said, due to the fire rate, the control of some weapons changes
Generally speaking, I do always go for damage, as I'm finding myself to be going for stringified damage more frequently than for headshot damage whenever I'm playing Michele due to the huge magazine and exceptional accuracy.
The difference with her Inspector is from 695 -> 730 or something around those lines, and that kinda change is insignificant to me, whereas the damage is much more significant and impactful.
Another fact is, not everybody can go for increased fire rate. The upgrade itself is unique to a few characters, and I'd simply always prefer the damage upgrade over increased fire rate, unless I'd try playing Flavia where I'd be kind of hesitating.. But with the roles and agents whom I play, so with Michele and Lawine who do have such optional upgrades, I go for damage increases.
headshot or stringfield
I prefer headshot
headshot for people with good aim and stringfield for people with bad aim
(always take stringfield for shotguns and snipers)
I prefer more ammo because it actually helps you kill the enemy and is also useful if you miss a lot
with reload speed you will return to battle faster, but there is no guarantee that you will not be killed before you reload
(for snipers I prefer fast reload because +2 ammo doesn't really change anything)

always use light armor
in this game you need to rotate a lot, also light armor will help you get your armor back if you survived the battle
yes ming,celestia and kokona can use heavy armor but there is one thing
ming need to shoot the enemy to regenerate armor (melee cant regen her armor)
celestia needs to be always close to the team to regenerate armor, if she is the last survivor, then all her abilities become useless
kokona can regen armor using a drone but if you give drones to your team often then you will not be able to restore your armor (only if you don't play awakening 2 and stay close to your mates)
I prefer move speed because you often glide in this game to get to something faster,and use paper mode a lot also when you reload you move left and right faster which makes it harder for the enemy to hit you
there are also places on the maps that you can overcome easier with +15 move speed
in fact dmg sometimes doesn't change anything at some distances
well, use what is more convenient for you
Although in those cases i would say it wont matter much, since you are not suppose to use your gun at those ranges.
for example, a ming gun needs 1 shot less at close range if you use dmg upgrade but at other distances there is no change
in fact, you can still control all the guns even further than 50 meters and sometimes you even have to shoot at such a distance, not always, but still such situations happen
furthermore, the high ttk in this game already limits the value you can get out of a single mag, meaning you will be reloading very often, (contrast this to games like cs or val where you can ace in a single mag and do not reload nearly as often). Being able to output the potential damage of your mag in a shorter time frame leads to shorter fights and more time to reload, reposition, throw util, gain space, etc
in short, the game has too many variables for the efficiency per bullet of the damage upgrade to be particularly useful, higher rof grants more opportunities to do additional dmg and saves you time to do other things
