Depends on the agent, and of course, on your playstyle.

To me, Athena is the best weapon as it helps off with finishing enemies with little to no HP, assuming I hit the headshot.. But on the close range, Stinger would've done a lot better than Athena.

I'm not a fan of having shotguns as secondaries, as the moment enemies do realize it.. They will avoid taking such fights and have you rely on your main weapon.
Athena or Stinger are very versatile and can be used in medium ranges just fine, making them the best fit for each and every agent in my eyes.

Regarding Bai Mo, other agents relying on shotguns and submachine guns, there I'd definitely recommend Athena;
For sniper agents, so for Kanami and Kokona, there I'd recommend Athena or Stinger, possibly Ignis, dependable on how does a player feel and how consistent are their hits with the rifles. If they'a too inconsistent, I'd suggest Stinger or Athena, while the more consistent they'a, the more I'd recommend Ignis.
And, for the rest of the cast.. I'd recommend Athena or Stinger, as Ignis feels like too much of a gamble, while the rest of the secondaries losing on that important versatility.

I would say it depends your your playstyle and skill more than anything.

Stinger is the easiest to use weapon, you have a full automatic weapon so even if you are not playing at the highest skill level, you can still spray and pray. It has some decent range when you scope in, and the benefit of a full auto with clip is that you can finish off multiple enemies quickly.

Athena is a great pistol for when you are either good with your aim, or need a long ranged weapon to compliment your agent's limited range (audrey, bai mo). You will only get the best results aim wise if you use hipfire on short range, and scoped (ads) when long ranged, but its by far the most accurate secondary with solid damage and insane headshot damage.

Ignis the shotgun pistol almost noone uses is by far the highest damage potential weapon for short range. You can kill a full health player with shield in 2 shots, but you have to hit mostly the head with both shots. Its deadly up to around 5m range, but you need to realy be able to track the enemy and flick your shots to make it work. Ignis is by far the highest skill weapon that does not reward you at all when you partialy hit a target. With only 3 shots in the clip, there is very little room for error.

Ninjato is a solid low to mid skill weapon that has a tiny bit of range even though its a melee weapon. You can hit targets 1,5 meters away and it hits in an arc, making it very forgiving for short ranged combat. But ofcourse completely useless beond that range, unlike ignis that always does some damage. It requires very little tracking due to the arc thats almost as big as the screen, and it deals extra damage to targets that are stringified (paper mode). It has a normal quick attack, and a charged up secondary attack (right mouse) that deals more damage. It has a relatively long kill time, so its best used when getting the jump on enemies.
Ninjato should be used only on characters that have abilities that obscure vision, so you can close the gap to the enemy player and surprise them. Or have some other way to get near enemies, preferably when you are unspotted and they are spotted.

Emberspit is a tiny short ranged flamethrower that does exactly what you would expect a flamethrower to do. It deals constant damage in a small cone, smaller than the Ninjato, about 1/3th the screen. And deals a lot more damage to Stringified targets.
It seems to have some damage over time where it deals about 1 tick of damage when you stop shooting as well, although this seems somewhat inconsitent from when ive used it.
Emberspit works great on targets that you fight close ranged and who stringify a lot, like on walls etc. But its long time to kill and short range make it more akin to a short ranged Stinger that requires no aim. In the current balance i dont recomend using Emberspit unless you like secondary weapons that require no aim.
