If you don't want any gacha games then don't play any online games. There are online games out there that doesn't have it but those needs a dedicated server that isn't a master game server with abusive self hosted admins or an anarchy server.
It's pay-to-lose if you count additional bright effects to make you stand out and reveal your location. I'm talking about the 2D stringify effect mechanics with glitters and glows. If you want to die like heavenly bright then god will be on your side.
The skins are obviously FOMO (like every other game) If they have no incentive or penalty to get you back then this game will die and you lose all your progress but they will do re-run on this costumes so just play your cards right and you'll be fine just don't put your life savings on the line.
characters and some skins can be unlocked with f2p currency. (and some events or duplicates currency for the skins)
I've actually unlocked all the skins that's obtainable from the current banner including weapon skins during the beta test and tried them all out.
In terms of scope design and optics, some of the skins have a great premium design that feels like some advantage with less effects or more. In the end it's just a sight with a crosshair at the center. If you played FPS for a long time you really just rely on your crosshair to aim then let the rest of the aiming animation do all the work as the crosshair transitions to the gun model's optics. If you typically AIM FPS FOV first instead of pre-aiming with crosshair then yes, it feels like an advantage because some optics have less optic clutter and animations or color but if you use crosshair to aim and pre-aim there really isn't any difference.
Do note, there's ADS shoulder aim here so you don't really have to fully use a gun sight in FPS POV with SMG/Assault Rifles/Shotgun but only for snipers at most. It feels like an advantage but stat wise it has no effect.
Weapons without skins are sometimes even better than those with because of animations and effects, although that depends on your vision and how quickly things distract you in games like this.
Certainly nothing that can give you an advantage in the game by paying atleast.
The devs have shared that the gacha part will not be the only way to get skins either, there will be things implemented in the future to buy skins/cosmetics directly. Since this is a different playerbase than the Chinese servers, they are still looking into how to implement this in the best way.
