The unfortunate catch is, you might get the certificate for an unlocked character, so you can then sell it for about ~60 basestrings.
But the point is, they are obtainable and in the game already.
I can get behind a random rotation of 2-3 characters that you dont have unlocked, it would give people a chance to actualy play characters a little bit outside of just training rooms.
Those are rarely given.
They could just go on the traditional route of many games where you need to unlock character over time, there is weekly pool of temporally unlocked characters.
Thus, I think if they offered Dream Tokens for watching their Chronicles graphic animation episodes and for the Dormitory quests, then that could promote those and give people more options. That's what I would do.
And I agree about put a rotation of characters that need unlocked to be available to all players in a period of time (from 2 days to 1 week, then change the characters)
