Is there a patch notes and list of changes to read?
Like specifics on who got buffs and got nerfs.
Examples:
Flavia rate of fire upgrade used to be 959 or 999 (I forgot the the number) but is now changed to 919.
Reiichi can no longer do 180 damage around 10m. (159 at best if you get both damage and headshot upgrades)
Base health to all characters are 130 instead of 100.

Seriously some the changes are noticeable and unnoticeable.
Is there a log or something? Or I missed there's a changes on the title with notice screen?

I know there's a patch notes on the announcements on map fixes and bug fixes.
But i'm more interested in reading up the character changes.
Also what the heck there was a bug that let's Bai Mo become invisible indefinitely like spy from TF2?

I don't know why but the patch note they release are often not complete.

this is why I feel weird I think old one is already good

I don't like that they removed the slow effect
in this game everyone moves fast removing slow effect is kind of stupid
even cs2 has it although people don't move super fast there

In mid/high elo, players constantly got movement locked because of damage ticks, not being able to jump, wallstick, glide. A single flamethrower would lock you down to almost a crawl, add other slowing effects and 2-3 slow stacks was enough to render someone imposible to move at all.
Slowing by itself is not gone at all, Maddelena slow is still as strong as ever and so is Meredith and Ming. But it is posible to actualy move a little bit when someone shoots you.
I do feel like the slowing from damage is not completely removed, but this might also be server lag.

if i remember everything correctly only bullets slowed down the enemy after hit flamethrower and katana did not do this
now only maddelena has slow effect when shooting but unfortunately this character is only good in defense

Unfortunaly Flame also slowed... per damage tick even. So once you got hit you could not get out of the fire.
I have tested this with movement speed upgrades, and even then if you take 2-3 ticks of damage you cant get out of someone running after you.
Im happy this is gone now atleast.
I see no reason to change it I mean you get shot the pain make you slow that already make sense

funny they change not slow when get shot in every mode but not in Out Break Crystal Faction got shoot from all side and be stun lock LOL

idk what about you but i had no problem with it when i used move speed
at high elo you will encounter flamethrower less often
this weapon is not stronger than the main one so instead of running away in 1v1 situations just keep fighting
I'm really not happy because they remove slow when hit or be hit
now every one bunny hop aim like crazy with out slow down this is annoying...
If I wanna read patch notes, I do redirect myself to the official website and the latest tab where they usually provide everything - Be it the upcoming store rotation for the rest of the season, planned banners, new game modes, or changes made to the agents.

But you do gotta know how to orient yourself around it, i.e. the previous season patch notes were having clear enough titles, whereas the current season wasn't even titled as the beginning of the new season, but rather an update to the game as a whole, i.e. how Mara got added, and thus could be the cause for the confusion.

That's because the page you linked, the wikipedia page, is a fan made project.
.. Which is why the updates do arrive so late or never arrive at all, at least from what I've heard from the regulars in the in-game chat. It shoulda be a fan made website.

Like I mentioned above, you do gotta know how to read through the lines because the way the news are formatted are kinda.. Not clear enough.

The logs are there and all, but the values you are mentioning are also included.
It's just that they're really not getting too deep into it and merely end it with the damage charts without any upgrades, while however stating the percentages by which the values can be affected with each upgrade and dependable on the upgrade itself.
The hitpoints are mentioned there aswell.
