is this only for the first top up or will you constantly receive +300 for example if you buy a monthly card?

You can buy as many as you want. For each monthly card you get +300 and it also stacks.

im so sad man i donate to this game did 70 pulls and no legendary for me i want this ming skin so bad

You pretty much need the cards from the season pass that guarantee the skin if you want for any chance for pulling for it.
But yes the monthly card atleast gives 300 crystals, meaning if you wait 30 days you have a total of 900. So thats not that bad a deal if you just go for rare skins and below, since you do get normal prices in comparison then.
I just wish the crystal bundles top offs were worth the money, they give almost nothing for huge prices. The 900 crystal one is 3x the price of the monthly card in comparison, i would have been fine with 2x the price since you get the crystals instantly, but 3x is a bit much.

The expensive battle pass gives you a yellow card that also locks in a legendary for one of the gatcha things. So the expensive one can be worth it if you also roll for skins.
You get to select a character+gun for the reconstruction or other gatcha and when you get a legendary you are guaranteed to get either that character skin, or weapon skin.
So it would have probably be worth it if you indeed have pulled 90 times and have not gotten what you wanted. But i guess its a bit too late now.

With the current gatcha chances i would not suggest rolling unless you have that card, unless you have a lot of money to spend. Since even with card its costing hundreds of euro/dolars if you take out the free rolls and benefits we got from launch. For this season its duable since the devs/publishers are giving us a lot of benefits, but i doubt that would last in future seasons.

I received this chip in the mail like all other people at the opening of the server
i used this chip for michele skin i only made 25 pulls in this banner and it is unknown when i will get the legendary skin from this banner so it makes no sense for me to pay another 10$ for a chip that is unknown when i will use
