Are unlisted skins obtainable through basestring?

I know that some skins are unlisted in the agent menus, and I've seen some of them be listed in the daily picks for crystals, but are there ever occurrences where you get them for a basestring price instead?

I want to buy skins for my agents but i'd rather wait to get a deal on those other skins if that's possible.

Depends what that skin is from, and the quality (rating) of the skin.
Legendary skins will probably never be available for basestrings, but some Rare skins are.
It seems to depend on if its from and event or not as far as i could tell.
Anything below Rare is always available for basestrings, and if an item is in your daily rotation it also shows up in your agent page. Meaning you can select it and check it out with your gun/character skins there if you like, and also buy it there for the same price.

Daily deals however are never on discount, they are the same price but show items that are often not available otherwise.

No. Not all unlisted EPIC skins are obtainable with base strings.

The base string skins in CN and in international are slightly different. It's the game developer that chooses which skin becomes available through base strings.
