Yellow is not the highest quality in this game I believe Red is

I just want to make sure first before answering you because some people call epic skins with red quality

legendary skins work like this
if you received a skin for a weapon, then the next legendary skin will be 100% skin for the character
but it doesn't work like that for epic skins, it's always random and you can even get duplicates

As per the original website's information about it..-

[Legendary] Base chance: 0.65%. Overall chance (inc. guarantee): 1.7%. You are guaranteed a Legendary Skin after 80 draws. If you obtain a Legendary Outfit from a draw, the next Legendary Skin you obtain is guaranteed to be a Weapon Skin, and vice versa. Once you have both the Legendary Outfit and Weapon Skin, this mechanic won’t carry over (each Cognitive Reconstruction season is calculated independently). The same Epic Skin can be drawn twice until all Epic Skins are drawn.

[Epic] Base chance: 5%. Overall chance (inc. guarantee): 5.8%. Draw 30 times for a guaranteed Epic or higher skin.

You're wrong.
Epic and legendary are different rarities.
By what I've read, the next epic rarity draw will remain random until you obtain it for the second time, which is when it will no longer allow for getting the same epic skin for the third time.
