So... Yeah, You may well get the gun skin first. But then if you keep rolling, you'll get the operator skin on the next legendary drop.
That said, While I got lucky and got both the operator and gun skin within 30 pulls, I don't like how that guarantee item is set to work.. I'd rather it just give me the skin of choice than it "guaranteeing" it through the RNG hell that is pulls. One true blue freebie skin wouldn't kill the devs... But it may well kill the game, 'cause I imagine a lot of people realized how it works then just noped out.
Edit: To be clear, What I mean by 'kill the game' is in the western/global market specifically. The rewards from events are so miserly, The rewards from leveling are so miserly, The drop rates from gacha are almost literally the worst, The free first timer guarantee sucks, It takes ages to unlock ONE operator, Leveling the battlepass is slow.. if you buy into a battlepass late, tough ♥♥♥♥ because in order to get the skins it promises you, you have to level the battlepass; Case example, the fragrans weapon from the season 1 battlepass is all the way up at battlepass level 100. If you buy the pass now wanting the fragrans skin and weapon, You aren't leveling the battlepass in time even with the +25 levels from the advanced pass. Base string is slow coming so you're not likely to get more than 1 advanced skin, etc, etc, etc.
Just, Overall, This game is very cutthroat and miserly about every little thing, And very much isn't F2P friendly. But you need F2P players to bolster player count so the paying customers will stay around and buy in, so they can show off their fancy skins to others and have a healthy playerbase to play amongst. And the way the F2P elements are tuned right now is very hostile to the free player.
