3 due to the fact that this is a shotgun you are no longer in an advantageous position in front of the enemy at a distance of 20 meters or more
usually people use light armor so their hp is 190-200
to kill the enemy you need 4 perfect shots so that all your bullets hit the target
Generally speaking, enemies will abuse the fact that you are on a shotgun and will make you lose each fight where they do just that.
That's why Eika isn't unbalanced, but weak.
Her abilities aren't all that great, too.
They do provide some intel to the team by forcing enemies to reposition, but it's not enough and doesn't really help her all that much to win the fights.. Which she's supposed to do as a duelist type of a character. She's definitely the entry or second-entry fragger type of a role, and that leaves her at a pretty bad position in comparison to the rest of the duelist who are more self-sufficient and don't have as many weaknesses as Eika does.
I will play and be happy for any other duelist than Bai Mo or Eika because their shotguns are lost potential and opportunities against experienced enemies.
The only players who'd ever call Eika unbalanced are players who are new to the game or lack the muscle memory for proper crosshair placement, because about any other duelist character can easily out DPS you even in close ranges, obviously not counting ranges of ~3 meters and less, but the most common ones, such as ~10 meters approximately.
You are a much more valuable to the team by picking Ming or Fuchsia as you can support your team with those, plus their passives are more benefical to yourself aswell.
The only real strength of Eika's lies in damage to the stringified enemies, but that's where Bai Mo also shines.. So, I'd argue that Bai Mo can do better than Eika in most cases anyway.
Eika is one of the worst agents in the game at the current moment. She could use some buffs, hopefully and mainly to her abilities. The weapon can be a disadvantage, but the team synergy is her biggest issue by my opinion, otherwise the abilities not doing enough to help her win the first fights that she's supposed to seek.
Ming's abilities do deal a lot more impact, not to mention that she can win those fights without any abilities to begin with.

This tbh. Tho im not really a new player (Already lvl 29) and I dont really into ranked game.
Although there is some new character bias in insta locking them, i think it also has to do with how strong they currently are.
Galatea is pretty balanced imho, but people dont know how to counter her well yet and that makes her strong.
Eika on the other hand has abilities that are a bit broken in combination with a good gun. Its not the best gun, but combined with damage abilities for both her active and ultimate it is quite a lot on a single character. I do think EIka needs some rebalancing, mainly on damage from her Q having no cooldown and being able to trigger when someone is on the edge where it spawns. And her ultimate being able to lock players against ceilings and in the sky (if you are between 2 firestorms) with no counter play. Firestorm can kill a player from full hp and heavy shield all the way to zero with no additional damage required, thats a bit much imho.
If i would balance anything on Eika, its not her shotgun but her abilities.
29 is still LOW. You can't even get to Atom rank in actual rank or even Monarch in challenge without complaining about X agent.
Out of level 0 to level 100, you being level 29 is BELOW HALF (50). You're still relatively new, neither a VETERAN nor a PRO. You're 70% weak than the rest of the players statistically.
Everyone's giving you advice here how to get good but you want game developers to adjust the game difficulty for you because it's hard for you to counter.
Nothing's unbalance when it applies to almost every roles.
