Report a translation problem
Most steam forums have one or more dedicated moderator that warn or ban people for breaking these rules (too often).
Steam also employs moderators themselves, but im not sure how this works. If you have to ask steam for someone to moderate this forum, or if they do it by default. But you can also assign a dedicated moderator yourself as developer instead of letting steam do it. And set your own rules to some degree.
I have personaly only interacted with moderators appointed by developers before, so i only know how that part works. Prehaps steam can moderate this for free, or for a price i have no clue.
Either way, from years on the steam forums i can give the advice to respond publicly on what is not allowed when someone crosses the line, and also ban accordingly. Like with this post, but its better to do so on the topic/post that is an issue directly.
On the internet people wil always vent their frustrations in life, regardless if its a related place/topic or the person they vent towards has anything to do with it. And the more this ''feels'' like it can be done without consequences, the more people will feel the freedom to do so and insult/flame others in more open and extreme ways.
Unfortunaly thats how humanity works, and it can seem a bit like teaching children what is right and what is wrong. The steam forums can be an amazing place for people to come together and communicate. Unfortunaly not without putting in some extra work.
I appreciate your dedication to communicate and try make this place work, i hope you can find the time and people to do so.

Is there any thought for progression for more casual players that don't involve sinking hundreds of dollars and hours for the chance to get random skins.
There is the base string items and the ability to craft skins. But sadly so far you can barely craft the pink ones, none of the red or orange, but all of the blue ones. They should just open up to let users craft any skin in the entire game.
Thats kinda immature behavior from a Game DEV.
