Which exact Windows 10 build your friend has ?
The game requires support for DX12 Agility SDK which is only supported on specific Windows 10 builds (v1909.XXX, v2004/v20H1.XXX or any newer than that).
You can see exact build number via running "WinVer" in Windows (either search via Start menu or Win+R > Run > WinVer).
Note that obsolete/deprecated builds no longer receive major update, so for example v1809 isn't ever going to be able to be updated anymore and is not supported by this game (or its engine).
Which specific version of the GPU driver he has installed ?
and his system already had the file so that was a bust as well
If his graphics card is in fact RX580, is he using legacy driver (Catalyst or Crimson) or the new Adrenaline? (the one with modern UI)
Also, is his Steam executable running under compatibility with older Windows ?
Right click on Steam.exe, properties, compatibility, and set none.
Did your friend get it working on RX580 ?
As far as i can find it does not seem to be fully supported by Nanite, but i have not been able to find why exactly (Nanite requires 64bit integer atomic operators to be present in hardware, which is an optional component of Shader Model 6.6).
The information on supported features for graphics cards isn't really common besides SM# and feature level (where most stuff is optional anyway).
