Performance issue due to GPU not being utilized?
Have an RTX2070 graphics card and yet i got no more than 30fps on the usual settings i would normally have 90+ FPS in other games..

checked in task manager to see how much load everything had while playing :
CPU under 20-30% load usually , memory about 50% and GPU... 0-1% ..

No wonder i have such low FPS if the game does not utilize my graphics card ,and is basically only running on the power of my CPU ..

If anyone think this could be an issue on my end , any tips on how to fix this would be
much appreciated. If not , please fix this dear developers..

Typical script lock. The cpu takes too long to process, so the GPU idles and skips the frames. The GPU cannot render anything while the CPU has control. Happens often as many devs do physics on the CPU or heavy networking in the main thread (Hello Assassins Creed).
20-30% doesn't say anything. That might be 100% of 1-2 cores which bottlenecks you as the game might not use more cores.

You can try MSI Afterburner + RivaTuner Statistics Server. It's what I use to monitor CPU performance.

NVIDIA has a performance overlay too in GeForce Experience but it only shows overall CPU usage.

In the Task Manager, right click on the CPU graph and choose: display as logical core. You'll see all core usage, and not an average value.
