20-30% doesn't say anything. That might be 100% of 1-2 cores which bottlenecks you as the game might not use more cores.
Any way of finding out if there is only 1-2 cores being used ?
NVIDIA has a performance overlay too in GeForce Experience but it only shows overall CPU usage.

In the Task Manager, right click on the CPU graph and choose: display as logical core. You'll see all core usage, and not an average value.
