Softlocked in Maelific Palace (No Jester Puzzle)

The Jester card puzzle is supposed to be right next to the elevator the world stone is by.
However, there was never a Jester there for me to interact with. I got the quest, but no Jester puzzle event.
Cannot proceed, as the next ornate piece is apparently locked behind the puzzle game.

had something similar; jester was there; presented the key; grabbed it but never received it so now soft locked

I'm also in the same situation, there's no jester sitting on the railing. I'm not sure if I'm missing something or not. I also noticed that the slots for masks in both beautific and malefic palaces are expecting Faerin's mural piece, which seems odd.
