Performance/Frame rate issues
I'm having problems with the frame rate of this game being stuck at maybe 45-50 fps no matter what settings I configure the game with. I've set the game's graphics settings to low
, full screen, dropped the resolution down to 1080p, but I cannot break 60 fps or above.

DLSS is enabled, set even to Ultra Performance, and the preset to Low. Resolution doesn't seem to effect anything at 1080p, 2k, or 4k.

Computer specs:
CPU: AMD Ryzen 5 3600
Memory: 32 GB
GPU: Nvidia GeForce RTX 3090

I'm running Cyberpunk, Helldivers 2, Baldur's Gate 3, and Halo Infinite all on max settings and not a single frame drop anytime. This game just cannot seem to run at any stable rate.

Try disabling detailed shadows, put shadows on low, all other settings on high. DLSS at balanced.

You listed 4 games and all 4 of them are on different game engines than Remnant 2.....

Ended up turning the shadows off, not much of a difference but good call out

What are you using to measure the performance of the game? Can you take a screenshot of it, or post all the measurements? Like CPU/GPU/ram/vram usage %. If possible can you also post a frame time graph?

We have similar pc builds, I have 3080 and i9 10900k and have no issues based on what you describe it sounds like an arbitrary fps cap so couple questions:

Where are you getting fps drops? The only place I have drops below 60 are N'erud sometimes. Are you using steam overlay for fps measurement? What is your refresh rate?

Suggestions:

First thing as with all steam games check file integrity.

check your nvidia control panel global settings and then check the remnant II exe specifically. You want to make sure there is no 60fps cap there, may be worth using vsync in the global settings instead of in game specifically. Perhaps even do a restore to default.

It may be worth doing a driver update. Just make sure you do a clean install so its resets prefs.

This game is optimized horribly so honestly lowering settings is the only way to go. We shouldn't have to use Dlss to run a game.

Haven't played the game in a few months and performance seems worse than before, for whatever reason lol.
But yeah, overall it's not so much poorly optimized as just not optimized at all.
I'm running an R7 3700X with an RTX 3060, which afaik is above recommended specs, and the framerate is all over the place, regardless of settings, with upscaling having very little effect on performance.

Game used to run fine, installed it again yesterday and it runs like crap now. I guess they fixed something that wasn't broken.

only runs bearable with framegen enabled for me. otherwise i get like 50 fps on ultra lol its crazy bad optimized. thats with a new 4070ti super

Are you playing at 4k?

Runs without a single issue on ultra and at native 2k without an upscaler on 4070Ti,
What are your full scpecs? You can have a good GPU but if your CPU and rest is bad you will have issues.

I got an older 9700k OC'd to 5.0ghz. also 32gb DDR4 3000 ram. I have windows performance monitor on, and it shows my CPU and GPU hardly being utilized like ~50% only.

I play both 2k/4k depending what i feel. the new DLC main area dips so hard its crazy. its fine like 150+ fps in indoor areas though. just fees bleh to play when the larger areas dip so low but my hardware isnt being used much

Basically they designed the game to rely on upscaling and frame generation. If it's still terrible whilst using those then I guess they did an even worse job than I initially thought.

Lazy optimisation is hard to cover up.

No UE5 games runs well on older hardware without upscaling
