Did you enjoy it? If so you'll probably enjoy the DLC because it's "more of the same" essentially. More areas, some new monsters and more equipment to tinker with.
The best feature of the DLCs are the new classes and gear imo. If you enjoyed Remnant 2's buildcrafting then it's easy to recommend the DLC because there's some genuinely neat build-defining stuff in each DLC even without including the new classes.
If you're expecting the DLCs to radically alter the gameplay loop you may be disappointed as each of them is more or less a new world story to play through.
As far as new character VS old character goes I dunno. That's 100% a question of personal preference. If you want to squeeze as much playtime out of the game as possible maybe starting a new character is the right choice. You can always switch back to your old character if you find yourself wishing for something that character had.
DLC is half the price of main game and have about +50% additional content based on the main game.
Keep playing your old character because some DLC stuff require you to have old items.
