I have direct experience with an Unreal project that had this issue, and it was fixed by changing the chunk sizes when packaging. I wasn't involved as I was a game designer instead of a programmer by that time, but I would be very surprised if Unreal 5 broke this. :)
I wouldn't be because unreal 5 has changed a LOT of stuff, even down to programming basic inputs. But I don't know enough about the engine as a whole to fully speak on it. Just food for thought.
I don't care that OP is a 'game developer' clearly this whole thread has 0 understanding of how Unreal works... this has been an issue for years... Gunfire is a small team not some huge company so the manpower needed to fix this issue isn't really worth the cost to fix it.
That's probably why i don't give them excuses like "small studio" or "they made a mistake".
Thread from Atomic Heart where someone covers most of this with links:

Ok that makes a lot of sense; that it's something developers have to implement. Unlikely there would be a one-size-fits-all solution. Thanks for the info!
Whether or not it's an Unreal Engine problem, a company could still come up with a different solution and use it in future projects, they could even sell it to other companies. And Gunfire isn't that small, a better argument would be that it's not the type of software they develop and that they lack the expertise to develop such software.
