Upgrading a weapon is actually downgrading every other weapon in your arsenal

when i had both my gun at +0 im shooting lv1 enemies
but when i upgrade my long gun to +20 then im shooting my +0 handgun at lv21 enemies

Yes, the game takes your Archetype, and each weapon, as a reference to your PL which in turn affects the scaling for the whole game. You want to keep the three of them even(ish).

They should add an option or mode where the game simply has a set difficulty, without any attribute / weapons scaling, and just add a few tiers of difficult in said mode. I'd like to see how the game works if its difficult did not kite the player progression...

You can already end survivor without upgrading anytjing, as well as veteran.

Then you can spend your resources to upgrade weapons for apo ( or nightmare).

It also reduces your EHP.
