But according to what i found, it will scale to a maximum of +3 power lvl above yours if the host is higher than you.
"World Level generation for each zone takes the Host's Power Level into account, figures out what it should generate that zone's World Level as, and then scales that up by 1 to 3 more Levels max depending on if there's an ally in the Lobby that's 3+ Power Levels higher than the Host or not. Essentially, it was designed so that players who marathon the game and get to a high Power Level can still join the lobby of their friend who hasn't had much free time and is at a low Power Level without making the game too easy or too difficulty for any of the parties involved."

This number is based on the host power and on how far your are in campaign.
If a level 20 character joins a level 1, I don't think it will adjust, not that I know of anyway.
Played with 2 friends, one is now level 14 and me and my other friends are 20.
We moved forward pretty quickly so the world level is now 17 but my friend who is 14 is still able to tag along pretty nicely.
Just guide your friend about how you think he would need to improve his character.
Furthermore, if you have extra ressources (and your friend has the scrap), you can sell those ressources (like lumenites, simulacrum, ...) to a vendor and if your friend goes to that same vendor, he will find what you sold in the vendor's inventory so he will be able to purchase them and get stronger a little bit faster.
(I sold items that way to help my friends)
