the great sewers and tillers rest safe chest with code is bugged

Secret safe in the great sewers and tillers rest is bugged, I've tried all of the glowing numbers and it still wont open I hope it will be fixed soon, yep I looked into all tutorial and I am pretty sure I am doing it right, I also tried re-rolling and still wont work

Put the numbers in the correct order and press the open button, which will be displayed at the bottom-left of the screen. It won't open by itself.

I think I did put it in right order, 1st is next to the safe , then on the right of the ledge, behind the stairs and opposite of the safe, or am I doing it wrong? hehe, I also tried to jumble it couple of times still wont work I don't know I just gave up haha

worked fine for me.
i only saw 3 numbers and just brute forced it by trying the missing one. you also see the position where the number should be xx3x for example.

The four codes illuminate one number each. The position of the illuminated number tells you what position you should put that number into the safe.
