He only gives me 5x Relic Dust EVERY TIME i try to buy a Relic Shard.
It's a bug ?

Not a bug, at least I don't think it would be. The 5x relic dust just means he failed to upgrade a particular relic. Relic levels are partially determined by your total archtype level, so you might need to level up other archtypes before you can get better relic shards.
