2 different questions
I don't want to flood with 2 posts so I'll ask both here.
I'll start by saying I played the first game quite a bit, but never delved TOO deep into all the secrets and puzzles (just did w/e was in front of my eyes and was do-able at the time)

1) Regarding quest / key items:
I remember from the first game, some puzzles needed "keys" from other events which may not even spawn in the same world as the puzzle itself.
Since I've never delved too deep into the matter, I wonder if it's possible to get a key in one adventure, and use that key in a newly re-rolled adventure?
I feel like all quest items aren't character-bound, but world-setting bound, meaning if I find a key in Adventure (1), I cannot use it in Campaign, and for that matter, in Adventure (2).

If that's the case, can I just assume that if I find a key in a world, then I either MUST have the puzzle as well in the same world, or if the puzzle is missing then the key is 100% useless since it doesn't stay with me? And vice versa: If I find a puzzle, they key either MUST spawn in some dungeon, or the puzzle must remain unsolvable?

2) Regarding upgrading weapons:
Since the world scales with you to a point where it's usually +1 your power level, is there ANY point in upgrading weapons, like, at all?
I understand doing it within the campaign, where the power level keeps rising as you finish worlds, forcing your hand with upgrading your gear to keep up, but let's say the last campaign level leaves me on a +8 weapon. Since there will be no more increases to the worlds power level as long as I keep it +8 (assume the other factors like archetypes are already maxed or are in rotation thus lowering power level), and every new adventure will remain true to my current power level, what's the point of upgrading the weapons even more?

It would make sense if maxed out weapons get special (broken) attributes, but no, it's pure a small + to the damage, which most likely ain't scaling in the same manner as the enemies themselves.

1) No, things are purely random and you can't get quest-items between game-modes or world-rolls. The items have more than 1 use though, so they when they spawn they have at least 1 use (in the same world), but other applications are not guaranteed.

2) Scaling is implemented just to keep up with player power-curve, which anyway outpaces the world scaling by a huge margin. However they made it in a very simplistic way binding only to weapon upgrades and also not doing the fixed scaling all the way to +21 leaving it at 15 or so.

So in principle yes, you can game the system by stopping at around PL 14 (15?), however it is:

-pretty pointless as if you just want easier game you can simply choose lower difficulty (unless mb one run for rewards?)

-it does make using more that 1 build pretty awkward, because, if I recall right, leveling more than specific gear you use currently will affect power level. So you would have to do a downgrade/upgrade cycle on gear when you want to change build to avoid increasing PL.

-will make it difficult to play online since most people do not bother with this shenanigans and go for PL 20

1) This sucks lol. I'm a hoarder and my ideal would be to "hoard" quest items which then I can use in bulk every time they're needed. It'll suck to find a key but no lock, or lock with no key, and it's all up to RNG

a) I'm not much of a builder. I choose what I like and stick to it come rain or shine. Worked for me in the previous game :)

b) I don't crave punishment, I'm fine with either Normal or Hard difficulties.
But regardless, I thought that the game only chooses the highest level weapon you have per category, and that's it?
i.e a Long Gun + 10 is the one being used for calcs, even if you have multiple +9 other Long Guns.
So as long as I stick to one gun, or have my other guns be the same + level, I should be golden.

c) I have zero intentions of playing with randos, so I'm fine with this :)
But yeah, if I have the materials, I will probably get to +20 eventually, cuz there's no much use for the materials otherwise.

1) There are tools like this: https://github.com/Razzmatazzz/RemnantSaveGuardian that allows to scan what you rolled, so use if that is ur cup of tea.

2b) The issue is there are 3 categories: long gun, side-arm, melee and they contribute PL independently.

Once I did abuse the system to get through hardcore vet as safe as possible, I only leveled a bow to keep PL down and it worked. However not all builds can sit on just long-gun some need the side-arm, some need melee too, so switching between those is pain if you want to play ur PL. Unless you just level them all equally, but then you are losing on the benefits anyway for the most part.
