Why would they announce a DLC for September and then cancel it during September?
If they weren't planning to release it they wouldn't have pushed it back. They would have just canceled it back in July when it was originally supposed to come out.
Worst case, they push it back again. DLC3 will come out though because it doesn't make any sense for them to announce it and then cancel it.
What exactly would they gain from not delivering DLC3?
I can't think of anything from a business perspective. They've already delivered the base game and 2 DLCs. It doesn't make sense to spoil the entire cake just because you don't want to deliver the last piece. Not to mention doing so would jeopardize the future of the series.
I dunno about you, but I wouldn't buy the ultimate edition of Remnant 3 if they just decided to not deliver the final DLC for this game.
