can i get savior in ng+??
I finished the game for the first time in nightmare mode, I wanted the savior weapon, do I need to finish the game in veteran mode on another character or can I restart a campaign with the same character to get the weapon?

You need to finish the Hardcore Veteran mode in order to get the Savior, not the campaign.
Can I finish a character in hardcore on normal difficulty and switch to veteran later?
+
Yes.

You have to create a new character and finish a campaign on veteran difficulty. That character must be a Hardcore (HC) character. It's perma-death choose your best class.
Side note: All classes you have recovered in main campaign is available in (HC). So if you have Archon, Ritualist, Invoer, etc in your non-HC campaign, it will be avail when creating HC character. They are also purchaseable at the ward. Good Luck!

Personally, I don't think hardcore veteran is all that much harder than hardcore on the easiest difficulty. I'd recommend just doing one run on veteran instead of needing to do two runs. At least for me, the hardest part was just getting careless after a while, and needing to get two runs in just doubles the chances for that to happen.
