Burden of the Mesmer bugged?

As the title says, I believe the ring, Burden of the Mesmer, is bugged as the stat window doesn't seem to be showing the damage difference, unless it's just the stat window that's not reading it.

Still bugged this way. Damage % is not changing

It doesn't show up properly in your stats, but the ring's damage buff does apply correctly. It's still not that great an option since there are better rings you can use instead.
