If by status resistances, you mean blight, then you are correct. Elemental damage however, is not affected by armor value, but is affected by resistances. You will notice when you shrug off most attacks, and then an elemental attack suddenly tears you a new one. To be fair, there are better ways of raising elemental resistance than armor.
on the other side - some builds could crank overall DR to 80% cap, while saving a lot of mobility. So it 's more about "quality tank build matters" than "armor matters"
