The game already sold more than two million copies by November of last year so maybe they think it's done well enough that further exposure isn't required.
It's not the same as playing the game yourself, but this is a pretty decent preview shown around launch.

Otherwise there's plenty of other gameplay footage out there on the internet.
the devs should be aware of it too, and therefore aware that selling the game the way they do it right now is the best way.
in a free weekend, they will drop the game after about 5 hours, while if they have to buy it, knowing they cant refund it, will stick to it more.

Main reason I can give for there not being a free weekend is that the developers are satisficed with the sales they're getting. Also, while I've never marketed a game on steam, I imagine a free weekend may cost the developer money, after all, steam provide the servers, the devs provide the game.
While not perfectly analogous, imagine if a game rental store in the early/mid 2000s did a free weekend using game discs supplied (for free, by magic) for a game. These discs would self destruct after 48h (which isn't magic, this was tried with "no return rental DVDs") and assume each game has to be checked out by a cashier so people don't grab 10 of them and play for over a week by keeping some of the discs in the wrapper.
This is going to be difficult for the place to sell anything else, therefore they're going to charge for the downtime caused by said free weekend. Far from a perfect analogy, but if it's a free weekend, someone needs to pay for it, nothing in life is free.
Also some bugs are still being worked out, archetypes are being balanced, new weapons have been introduced, some are a bit busted. Far from a perfect time to start a free weekend when you're still getting the game to function correctly and have 2 more DLCs to release.
I loved it and wanted it to be so much better than the garbage we got.
The people who use WE to bolster their argument do that because you can't stand on your own two feet so you make act like you have grounds to speak for others by saying WE. Like stfu
