If the statue event appeared in the Shattered Gallery or Great Hall, it will always give you the Silver Ribbon.
If the statue event appeared in the Council Chambers or Gilded Chambers, it will always give you the Golden Ribbon.
It's only RNG when you create the world. There is nothing you can do to influence the result.
The only thing to make this easier is to use the Save Guardian tool to know if it's a roll of the world you want (else, you reroll).

The tool analyzes your save file. So after creating a new adventure (or campaign) at the stone, you need to leave the stone and touch it again to make the world save with the new data. On update of the save file, the tool automatically refresh the data displayed.
