Almost, but not quite. It's slightly too far and barred by railings. There's a gap in the railing on the far left, but that's over an instant-death pit and legit way too far.
I was able to get a view of the back side of this ledge. The docks where the Zealot Preacher is actually give a view of that tower from a slightly better angle. Near as I can tell, there's nothing up there. No chest, no other ledges, no obvious way to get there from above or below.
I'm thinking this might really be just a piece of geometry that got added to the map in some automated process and nobody thought to take it out. There are a few roofs like that in one of the new areas - shown on the map, can on top of them, obviously aren't meant to. I say "obviously", because the geometry up there has no clipping beyond the surface of the roof itself.
In hindsight I should have just used the Explorer's loot radar to check for stuff through the wall before trying to make the jump. Oh well.
Yeah, I think there's a maximum fall distance past which the game doesn't even check for damage. You just die. It's their way to ensure that players can't skip puzzles where finding a way down from a tall place is required.
Still, thanks for the heads-up. Seems it's pretty safe to just write that ledge off as scenery.
