When the DLC dropped, the DoT changes caused items that increased or decreased DoT duration to keep the same overall damage, causing things like Timekeeper's Jewel, Affliction trait, Band of the Fanatic etc to basically lower or raise per-tick damage based on the new durations. Basically, things that extend duration lower per-tick damage, things that reduce it would raise per-tick damage.
Devs said that the items/rings are doing what they are intended to do by raising and lowering DoT durations, which is the only thing they are supposed to do. This is true. At this time, devs also stated that the way that Timkeeper's Jewel worked prior to the DLC patch was unintended.
They then went on to say that they would likely change the way DoTs behave w/ these items to match up w/ player expectations (ie: keeping the same per-tick damage). This was the last thing they said about it.
I assumed that they were going to put that change in this patch that just dropped, but no such luck. It DOES seem that they did something though, because the Band of the Fanatic is no longer being boosted quite as much as it was before today, but it still seems to be a bit wonky. Probably needs more testing to see exactly what was changed, since this change isn't mentioned in the patch notes.
Now you apply a status effect for 90 seconds and just run in circles. Yay great patch

Either way, I was wrong for part of my post, looks like the "fix" did make it into the patch.
