Because the scaling progression and solving new problems just from a different perspective? It's not about just slotting in a build and going for some people it's about being a weak character and experiencing their growth having limited choices and feeling that progression. You don't get that slotting in a full build and trying something out or they wanna play hardcore/with a friend/do a challenge run. It's a nice feature to have.
I'll break it down for you.
-Around the world and in some peoples shop inventory in Ward 13, you'll find weird quest items.
-Once you have any of those, you can go to the guy up the stairs in the crane/constuct thing by the docks in ward 13 and pay him to make those items into engrams.
-Every engram represents an archetype, and once you have the engrams, you can swap them on demand in order to change primary and secondary archetype for your character.
