Aberration Mutators

I'm farming aberration on APOC both in N'erud and Yaesha, as for today, I killed 17 in total, but why do I get the same mutators when I clearly have not yet get Shocker, Latency, and Top Heavy, what's the drop rate on those mutators ?

Farm in cotton klin.
It's by design, the more mutators you have, the smaller the change of geting a new one. I farmed 2 hours for the last one when the event was ongoing.

Cotton Klin in Adventure Mode or Campaign Mode ? is there any difference in spawn and drop rate from either modes ?

whatever it's easier for you to get.
But you do have to play on Apocalypse for the extra chance to get the aberation, there are basically 2 locations where the aberations can spawn, after killing the enemies there or the elites. https://www.youtube.com/watch?v=9pfsaCJQs8g

I'm not sure this is true. I had no problem with getting the mutators but it should be said that the mutators do have a specific area that they'll drop at, or specific aberations, which will only spawn in certain areas.

I farmed all shards and mutators there

I had more success in The Phantom Wasteland in N'erud. 4 shards per-hour, I tried in Losomn, never get a single Aberration spawn, ever, while in Yaesha, specifically in The Imperial Gardens, 2 Aberration spawns per run, I'll just still in N'erud, just the problem now is the Mutators drop rate, I'm a collector, and I won't rest until I have everything.
