Ring of omen doesn't do that. In order to get misty step you need to pair the ring with specific amulets, usually Yaesha's. Like Ravager's mark, Talisman of the sun...

The ring says my Evaded turns into a mist and takes my health .... doesn't say I need other items

No, the ring's description is the following : "Evades cost 15% Max Health as Grey Health instead of Stamina." The mist dodge is a neat secret but not the primary purpose of the ring.
