Report a translation problem
Are you able to teleport when playing solo or when connected to a different game? Then your friend is the one who's bugged somehow. If not then the problem is on your side.
You can both try the following things if you want.
Are either of you using mods? Try uninstalling them.
Then try verifying the game files. If nothing changes after that, reinstall the game.
Later, the problem came back a second time, but this time simply restarting the game made the problem go away, even though that wasn't enough last time.
Then, the problem came back a third time, but a restart nor anything we did during testing fixed the problem. Furthermore, he said he wasn't able to teleport in single player too, even though that wasn't part of the problem before. The problem eventually went away during gameplay. He started the session not being able to teleport, and then a couple minutes later he was allowed to teleport.
What's the cause? Hell if I know. As far as we can tell, it's a glitch that will appear and disappear at random. It may or may not be connected with the Nightweaver fight. (That's the start of the first occurrence, and she said dialog during those failed, teleport attempts.)
To those who suggest verifying files, we did that already. Steam found nothing wrong with both of our games. Also, we're not using any mods.
