If the event is in the Shattered Gallery or the Great Hall, it will always be the Silver Ribbon.
If it happens in the Council Chamber or the Gilded Chambers, it will always be the Golden Ribbon.
And as Q1 said, the statue is in the area the plain ribbon is found (and only in that area, there is no point to look in other area in hope of finding another statue leading to a different result - if you don't get the event you wanted because it didn't happen or it happen but not in one of the area you needed, you have to reroll the word).
Once the plain ribbon is placed on the statue, you just need to leave the area (tp to another area or the ward) then directly come back to pick up the transformed ribbon (no need to kill a boss or messing with the switch that doesn't make the world or an area switch between light and dark but only makes you tp between the light palace and the dark palace).
