As the game uses Nanite you need at least Windows 10 version 1909.1350 or newer, with support for DirectX 12 Agility SDK along with a Maxwell/GCN or higher GPU.
Edit: Maxwell or Polaris GPU required as game requires SM6.6
Regardless heres the info you need:

You don't meet minimum requirements to play the game.
Edit: I will say that it's not any user error, the devs don't specify this type of stuff and it's not easy for people to find out as a general "DX12" doesn't cover all this. The RX 590 and RX480 supports SM6.7 and can run this game. On nvidia's side Maxwell 9xx series cards can also run SM6.7
Pretty junk way to do business, there should be a tool to specifically check which GPU's work for each game, if corporate profit margins didn't run the world..
One point about the SM6.6 requirements for both nanite and virtual shadow maps, they can be disabled and the game can still run. To do this you'll need the graphics settings mod from Nexusmods to disable nanite and virtual shadow maps can be disabled through in-game settings.
Whether this will allow you to launch and play the game is a different matter, if it has internal checks or anything else dependent on that requirement then it won't launch. Best bet is asking the mod creators to see if it's possible.
There was mention somewhere (I can't find the news article) about the devs needing to rework textures in order to not have nanite enabled. It does break some things if you disable it using the mod, crashes in Maelific/Beautific gallery locations and some puzzles may rely on hints in textures that do not load.
