Definitely worth a purchase.
There isn't any RNG loot what are you on about?
I don't understand why you are wasting your brain cells on this. Trait cap ain't going away.
Mod your game or don't. Nobody cares anymore.
The leveling system is invalidated by the scaling enemies, and unlike in the first game, there is nothing to hide that fact.
80% DR (armor damage reduction) will scale to you being one shot if you level equipment.
Loot is not going to be fun to find, as everything is hidden behind a puzzle, unlike the first game where most of the loot was rather easily acquired, boss loot is still easy to find...
(Not sure why they trippled down on hiding everything, but its obnoxious.)

RNG loot, is sadly in the game, but not really... There are Relics, which give a minor buff, but are sadly extremely random, so would require a rather large time investment to make them worth while.
If you enjoy RPG's because the levels matter to alter your character in some way, this is a bad game.
If you dislike RPG's but enjoy linear action adventure games, this game is perfect, as there are no RPG mechanics that aren't invalidated by a system behind the scenes, to give you the illusion of leveling.
Just don't level, unless you want the difficulty to spike, the game is super easy.
The first game, was more organically fun, while this one, its still a looter shooter so still hits the itch, but its rather lack luster in comparison to most, and even its previous title.
So if you enjoyed the story, and none of this would cause you an issue, the story is great, so well worth a purchase.
Edit* Ohh, and there is a trait cap of 65, and 31 traits to choose from, you can choose to max any six of the primary meta attributes, or they don't do much.
Is awesome to see Evil inc live on, my buddy Ozz would be proud to see people still rocking the tag.
You also talked getting one shot... Again it's a souls-like? That's... That's pretty normal.
Gameplay-wise I've heard the "souls-like gears of war" mantra floating around, but as someone who never played gears I'll just say it's a very enjoyable and responsive third person shooter with fascinating environments, more secrets to find than you can shake a stick at, interesting build variety (though some are clearly more effective than others), and a good amount of replay value. I sunk probably near 800 hours across two different platforms into the first game, and I'm already over triple digits in this new sequel, so it's fair to say I find it enjoyable.
All that being said, don't expect to get too interested in the story or characters. The writing isn't necessarily atrociously bad, but it is fairly bland and forgettable. It has the issue of characters not having enough time and interactions for either you or your player character to really grow attached to any of them. The story is a bit hard to understand as well, given most of it is done through extensive lore dump dialogue sessions with some of the NPCs you find, and the rest of the world-building, which is arguably the best part, is found with item descriptions and breadcrumbs throughout each world as you play.
If you're fine with diving right in and world-hopping while mag-dumping a variety of enemies across a healthy spread of environments, then by all means give it a try. It's well worth the cost, at least in my opinion.
Aside from that though, R1 had a survival mode that I believe may be coming back in a DLC for R2, and that game mode was effectively a straight up rogue-lite where you run through a series of short dungeons and bosses on a timer, all loot and encounters randomized, and between boss kills you get a chance to purchase more gear and upgrades for your character. The mode also had account-wide unlocks behind certain achievements. I'd say either one fits the bill for rogue-lite.
Only complaints really is performance on certain systems.
