Refresh rate is a technical specification for a monitor for how many frames it CAN put out.
G-sync (and Freesync) monitors adapt to framerate, which enables them to refresh as fast as frames are coming in. There's more to it, but that's the gist of it.
Given your symptoms, I'd guess you have v-sync on. Disable it and try again.
It's a fairly old technique that matches up framerate to monitors refresh rate, and when the game can't keep up even by a single frame (almost always) it goes at half the refresh rate.
And as i said before i have nerer experienced something like this before, yeah it almost act like V-sync on but i checked game menu and i says i have turned i off.
