I'm also pretty sure that your rocking some light armor set that isn't meant to prevent stagger. There are heavy armor sets that allow you to tank a hit or two and not be affected. Also a certain class *cough* challenger *cough* is meant to be tanky and fight through stagger.
Honestly sounds like you chose the wrong class if you're running head first into enemies and expecting trash mobs not to stagger you. Or maybe you're just not dodging enough? That magical button called Spacebar dodges by the way.
Chose Challenger, use the greatsword, still staggered by a thought from the enemy.
Cant dodge when you are staggered...
but also.....i mean i gotta say it....thats why there is a dodge button ;)

Challenger class + greatsword + heavy armor = still get stagger locked by ad spam when fighting bosses/mini-bosses.
Dodging in Heavy Armor is slower and has stam cost penalty, since it heavy armor does not give anything like poise, this exacerbates the problem.
Hell, I would be happy with a stat that increased stagger resistance or have heavy armor provide poise.
I am on Root Earth and everything is causing stagger.
I am using greatsword + Leto's armor (probably the heaviest at the game).
My equiment weighs 75kg.
And yet a sickly peasant with a makeshift spear makes me staggered?
Look, I don't mind if a huge abberation is pushing me around, it makes sense.
But I got 200 armor and 20 of each resistance — I expect not to be staggered by a freaking buttefly doing a casual flyby
The stagger stats need to be looked at
This game has i think 1 stagger level protection that I've seen, and it doesn't protect you from the attacks I think you're talking about, just light flinches. It's still pretty good, but it won't fix the disgusting stagger on some of the boss moves that locks you in place for 3-5 seconds and kills you.
Just having heavy armor on doesn't give you stagger protection. only DR.
Especially consider the game was actually designed for us to fight against horde of enemies, this is not okay. It might be fine in lower difficulty but it's definitely not okay in higher difficulties. Especially how enemies in this game can spawn from any where.
Several reduce or even totally negate stagger while active.
I'd highly suggest the Medic's shield+regen ability, kicks ass for handling sudden spikes in enemy damage output and lets you push through most attacks.
This game departs from Remnant 1's armor having distinct traits itself and rings, whilst useful, aren't quite as broken as they were before. Classes and their abilities are wot shine here.
Bulwark is just Damage resist. Not poise
If you go ranged, a lot less inventory and resource management.
