Idk the doc in town had the cure already for me, but also I barely even used a cure there. Are you avoiding the root traps? You make it sound dramatic but I cleared that area and used the rot cure maybe 1-2 times only.
I've been mostly getting it from the big cannon elites who fire three shots that explode into Root clouds, and now I've run into... something that does delayed explosions that don't seem to need LOS. Might be due to the procedural thing.
What's really worrying me is that if my hub is somehow borked, even re-rolling the campaign might not fix it.
Might be that you have to clear something first in that area. As for that elite that shoots those rot bombs. He fires 2-3 shots then takes a few seconds for him to reload. You can avoid line of sight / hide behind something to bait the shots and then attack when he reloads.
You can also send the dog to pull aggro if you play handler xD
I've killed the first boss there, which didn't change anything. It seems pretty bizarre to have to complete the area where you need a particular curative before you're allowed to buy it.

Yes, he was selling it, praise the Sun! Still a very bizarre design decision to have basic curatives be so hard to get, but at least now it's not a showstopper.
