Yeah, I only had 8 total trait points and that was the reason. As soon as I got the 10th one I was able to equip a second Archetype.
Thanks for the info from me as well.
To get the engram you need to find it, most of the starting archetype engrams are bought from merchants I believe? I got hunter as my secondary by buying the medal from the arms dealer/shooting range dude. Once you have it, go to Wallace to unlock the archetype.
If you have the second archetype unlocked and 10 points spent, it should automatically allow you to choose your second archetype.
